The Association* is a voluntary association of public health center, mental health and welfare center, and local government employees in mental health and welfare-related positions throughout Japan. In addition to providing advice on mental health and welfare topics for those with mental disabilities, these employees are also responsible for visiting individuals with mental disabilities and their families to provide guidance and assistance.

In line with revisions in Japan's Mental Health and Welfare Act planned for April 2024, public employees involved in mental health support will be tasked with advising not only individuals with mental disabilities, but also other members of the public with mental health issues, a significant expansion of responsibilities that will require urgent training in mental health support procedures, enhanced cooperation with medical professionals, and elimination of regional disparities.

Entering into this agreement, Otsuka will maximize health-related information and knowhow accrued in the field of mental health to resolve issues faced by entities working to promote mental health and foster a society that values coexistence in local communities. Initiatives will include supporting seminars and other programs for development of human resources, connecting local organizations and health professionals throughout Japan, and sharing information among local governments.

Under the terms of the agreement, Otsuka will coordinate and cooperate with the Association in the following areas:

  1. 1Cooperation with local governments for improvement of skills and qualifications of public sector mental health and welfare workers throughout Japan;
  2. 2Cooperation with local governments for promotion of mental health on a nationwide basis, contributing to fostering a society that values coexistence in local communities;
  3. 3Other activities deemed necessary to achieve the objectives of the agreement as confirmed by both entities.

As a total health care company, in addition to maintaining ties with local government entities, Otsuka has entered into cooperative health-promotion agreements with all of Japan's 47 prefectural and metropolitan governments, offering wide-ranging specialized information to address specific local needs. Aiming to maximize expertise in the vital field of mental health, Otsuka will continue to work closely with governments, organizations and citizens to promote the health and vitality of local communities.
